- Develop high-level plans for transportation and housing—and relatedly land use, destinations, buildings, and community initiatives—in an integrated way
- Organize transportation system using the “avoid-shift-improve” framework that centers compact land use, mixed use neighborhoods, infill middle housing, and co-locating housing and destinations with high-frequency transit
- Identify and pursue the next generation of measures to significantly increase the diversify of type and holistic resource-efficiency of the housing stock
